Starting....

I just got a 94' Z28 and every once in a while it starts really nice, but other times it is a real rough start. If it doesnt start for a little bit I have to re-turn the key and it starts up, but very rough. But when it does start it idles very low or almost shuts off until I give it alot of gas...Could that just be a bad starter or what could that be? I have not really any idea.
